China Harzone and Hubei Electric Power Jointly Create “Mechanized Waterborne Construction”

In June 2026, at the construction site of the 220kV transmission line project supporting the Wuhan Jiangbei 500kV Substation, a magnificent scene of “a rainbow spanning the clear waters” was gradually unfolding. Faced with the challenges of constructing tower foundations over water, China Harzone and State Grid Hubei Electric Power Company joined forces to transform—for the first time—a key achievement from the State Grid Science and Technology Guidelines research project—the “water-based work platform + shore access passage + steel pipe anchor pile” technical system—into practical productivity. Through a new paradigm of fully mechanized construction across the entire process, they successfully resolved a common industry challenge and set a new benchmark for the harmonious coexistence of ecological conservation and engineering construction.

The “water-based work platform” used in this operation was developed by China Harzone. Featuring a modular design, it offers significant advantages such as high stability, ease of assembly and disassembly, and the ability to be relocated and reused. Compared to traditional earth-filling methods, this platform eliminates the need for earth-filling or embankment construction, thereby preventing water pollution and vegetation damage at the source. It combines safety, reliability, ecological sustainability, and economic efficiency, and can be equipped with a power system to enable multiple cycles of reuse. This aligns with the environmental protection, high adaptability, rapid dismantling, and green construction concepts and trends in power grid construction.

Particularly noteworthy is the project’s inaugural implementation of the “Digital Twin Monitoring and Early Warning System for Waterborne Platforms.” This system acts as a “smart brain” for the platform, capable of real-time monitoring of key data such as displacement, settlement, and equipment operating status. It immediately triggers an automatic alarm once safety thresholds are exceeded, establishing a round-the-clock, dynamic safety protection network for platform and channel operations and marking a transition from “passive defense” to “active early warning.”


The successful application of this water-surface work platform marks the first demonstration and implementation of the outcomes from the State Grid’s Science and Technology Guidance Project, as well as a valuable exploration in implementing State Grid’s “New Method for Mechanized Construction on Water.” Relying on the upgrading of high-end equipment and integrated technological innovation, the project has established a new model of end-to-end mechanized construction that is ecologically compatible, energy-efficient, and environmentally friendly. As proven in practical application, this technical system is mature and reliable, with highly efficient management and control, ensuring that construction progress, quality, and safety are fully under control. It has accumulated valuable “Hubei experience” for future power infrastructure construction in similar aquatic environments.
