On April 22, 2011, Zhou Xuewen, general secretary of the State Flood Control and Drought Relief Headquarters, vice minister of the Ministry of Emergency Management & vice minister of the Ministry of Water Resources, accompanied by a research team, investigated flood control at Wuhan Base of Natural Disaster Rescue during his inspection in Hubei.

The team inspected the construction, staffing and equipment of the Base, viewed the erection of China Harzone’s emergency rigid motorized pavement and emergency mechanized bridge, and inquired about the functions and parameters of dynamically positioned pontoon bridge. It highly recognized such emergency equipment, and said that they could solve practical problems underlying flood control.

“We should thoroughly study and implement the spirit of General Secretary Xi’s important instructions on flood control and disaster relief, and fully implement the decisions and arrangements of the Party Central Committee and the State Council on flood control and rescue”, emphasized Zhou. “Hubei enters the flood season early this year and the flood control situation is severe, so it should strengthen the connection with the comprehensive fire rescue team, state-owned enterprise rescue force and social rescue force, and deploy the flood control work to ensure that personnel and equipment could be used at critical moments and the safety of people’s lives and property could be protected”, said Zhou.

Shi Zheng, director of Hubei Emergency Management Department, and relevant leaders from the Yangtze River Water Conservancy Commission and China Annen Group Third Engineering Bureau Co., Ltd. accompanied Zhou during the investigation.
